Abstract
The Indonesian state is growing rapidly with a new era in the implementation of regional financial management, its influence is very large on the fate of a region. In order for a region to achieve high economic growth, development economic strategies and policies must focus on potential and strategic sectors in the region, both the financial, real, and infrastructure sectors so as to increase economic growth. The current government budget management refers to the Penganggaran Berbasis Kinerja (PBK) system, including one village in East Java, precisely in Kedali Village, Pucuk District, Lamongan Regency. The research design used descriptive research with a qualitative approach, and using a purposive sampling method, the subjects in this study were the Kedali Village Government. For the object, namely the Anggaran Pendapatan dan Belanja Desa (APBDes) of Kedali Village for the last three years starting from 2018 to 2020, which was obtained by snowball sampling. This type of data is secondary data and the data collection technique is done by triangulation. The theory used to determine and analyze is the performance, efficiency and effectiveness with efficiency and effectiveness as the independent variable and the financial performance of the village government as the dependent variable. The results of this study are the efficiency level of the Kedali Village Government's financial performance has decreased and is included in the inefficient criteria because the percentage is above 40% while the effectiveness level is included in the very effective criteria because the percentage is above 100% for three consecutive years.
